The Department of Veterans Affairs is seeking veterinary medical insurance for the dogs. The coverage will only apply to those that are actively engaged as working dogs.<\/em><\/strong> <a href=\"https:\/\/r.smartbrief.com\/resp\/einZCertqOCfvierCidncUCicNQvSm?format=standard\" target=\"_blank\">Time.com\/Battleland blog<\/a><\/p>\n<p>Depending on which vet you talk to, <a href=\"https:\/\/topics.time.com\/health-care\/\">health\u00a0 care<\/a> provided by the Department of Veterans Affairs is either the cat\u2019s\u00a0 meow\u2026or going to the dogs.<\/p>\n<p>We mean that literally: the VA is seeking to keep its growing pack of service\u00a0 dogs provided to wounded veterans in tip-top shape by buying \u201cveterinary health\u00a0 insurance and wellness coverage\u201d for 301, and as many as many as 2,500, dogs now\u00a0 helping veterans around the nation.<\/p>\n<p>It\u2019s another example of the hidden costs of war that you might not think\u00a0 about unless you stumbled across a contract <a href=\"https:\/\/www.fbo.gov\/index?s=opportunity&amp;mode=form&amp;id=9b3a339954ba65fae4f7bc99a5f5da00&amp;tab=core&amp;_cview=1\" target=\"_blank\">solicitation<\/a> for it. Vets get dogs from the VA to help them\u00a0 with physical disabilities; there is also <a href=\"https:\/\/www.time.com\/time\/magazine\/article\/0,9171,2030897,00.html\" target=\"_blank\">discussion<\/a> about expanding such programs to aid vets with\u00a0 PTSD or other mental ills.<\/p>\n<p>\u201cCoverage will encompass Service Dogs owned by Veterans suffering from\u00a0 visual, hearing and\/or substantial mobility impairments and may be expanded to\u00a0 include any other future disabilities approved by VA,\u201d the solicitation says. \u201cThe Contractor shall provide VA with full comprehensive, quality veterinary\u00a0 health care insurance coverage for all Service Dogs approved by VA for receipt\u00a0 of insurance coverage regardless of age, breed, geographic location or\u00a0 pre-existing condition as long as the Service Dog is determined capable of\u00a0 performing as a Service Dog.\u201d<\/p>\n<p>The breeds to be covered include boxers, collies, Dobermans, German\u00a0 shepherds, golden retrievers, great Danes, black, golden and yellow Labs,\u00a0 Labradoodles, poodles, pugs, and Rottweilers. They range in age from 1 to 12\u00a0 years.<\/p>\n<p>Under the deal, VA service dogs will be entitled to these vaccinations:<\/p>\n<blockquote><p>\u2013 Distemper Parvo<\/p>\n<p>\u2013 Leptospirosis<\/p>\n<p>\u2013 Hepatitis<\/p>\n<p>\u2013 Rabies<\/p>\n<p>\u2013 Lyme Disease<\/p>\n<p>\u2013 Bordetella (2 per year)<\/p><\/blockquote>\n<p>\u2026and these annual exams:<\/p>\n<blockquote><p>\u2013 Otoscopic Exam<\/p>\n<p>\u2013 Opthalmic Exam<\/p>\n<p>\u2013 Rectal Exam<\/p>\n<p>\u2013 Dental Exam<\/p>\n<p>\u2013 Neurologic Exam<\/p>\n<p>\u2013 Cardiovascular Evaluation<\/p>\n<p>\u2013 Weight\/Nutritional Counseling<\/p>\n<p>\u2013 Coat &amp; Skin Evaluation<\/p>\n<p>\u2013 Abdominal Palpation<\/p>\n<p>\u2013 Urogenital Evaluation<\/p>\n<p>\u2013 Musculoskeletal Evaluation<\/p>\n<p>\u2013 Pulmonary\/Lung Evaluation<\/p>\n<p>\u2013 Tonometry\/Ocular Pressure<\/p>\n<p>\u2013 Intestinal Parasite Fecal Exam<\/p>\n<p>\u2013 Roundworm and Hookworm Dewormings<\/p>\n<p>\u2013 Blood Sample Collect\/Prep<\/p>\n<p>\u2013 Blood Cell Count<\/p>\n<p>\u2013 Differential Exam of Blood Cells<\/p>\n<p>\u2013 Internal Organ Function Screens (liver, kidney, calcium\/phosphorus,\u00a0 cholesterol and diabetes)<\/p>\n<p>\u2013 Canine Dental Prophylaxis Protocol (utilizes one blood screening and one\u00a0 internal function screen, listed above)<\/p>\n<p>\u2013 Urine Sample Collect\/Prep \u2013 Free Catch<\/p>\n<p>\u2013 Urinalysis \u2013 Individual Tests<\/p>\n<p>\u2013 Urine Specific Gravity<\/p>\n<p>\u2013 Urine Sediment Exam<\/p>\n<p>\u2013 Chest X-Rays (3 views)<\/p>\n<p>\u2013 Electrocardiograms<\/p>\n<p>\u2013 Ear Swab and Microscopic Exam<\/p><\/blockquote>\n<p><em>Weight\/Nutritional Counseling?<\/em><\/p>\n<p>As well as:<\/p>\n<blockquote><p>\u2013 Dental Cleaning (sedation\/general anesthesia is required for all\u00a0 cleanings)<\/p>\n<p>\u2013 Grooming (Blind Veteran-owned Service Dogs only)<\/p>\n<p>\u2013 Heartworm\/Lyme\/Ehrlichia Test \u2013 Rocky Mountain Tick Fever<\/p>\n<p>\u2013 Free Interstate Health Certificates (when needed)<\/p><\/blockquote>\n<p>Of course, such care won\u2019t continue forever, according to the VA:<\/p>\n<blockquote><p>Upon successful completion of the annual comprehensive exam, VA will certify\u00a0 or non-certify each Service Dog as fit\/unfit for further duty. Those Service\u00a0 Dogs determined by VA as non-certifiable will no longer be eligible for\u00a0 insurance coverage and the Contracting Officer via contract modification in\u00a0 accordance with Section 5.4.2 will terminate the insurance coverage for the\u00a0 non-certifiable Service Dog.<\/p><\/blockquote>\n<p>We\u2019ve asked the VA for an estimate of the annual per-dog cost, but it\u2019s bound\u00a0 to be more than you might think, given the VA\u2019s response to a potential bidder\u00a0 who asked if his employees would need security clearances if their company won\u00a0 the contract:<\/p>\n<blockquote><p>The Department of Veterans Affairs (VA) requires that all contractor\u00a0 personnel with access to VA sensitive data have a fingerprint check adjudicated\u00a0 favorably and a security investigation, which includes submission of various\u00a0 security documents, be favorably evaluated before access may be granted to VA\u00a0 information.
