(CNSNews.com)<\/strong> \u2013 Although the Justice Department has extended\u00a0 the deadline for America\u2019s hotels to comply with regulations regarding\u00a0 handicap access to swimming pools, new Americans with Disabilities Act\u00a0 (ADA) guidelines are already being applied at miniature golf courses,\u00a0 driving ranges, amusement parks, shooting ranges and saunas.<\/p>\n

Among the provisions in the “Revised ADA Standards for Accessible Design,” which went into\u00a0 effect on March 15, is one requiring businesses to allow miniature\u00a0 horses on their premises as guide animals for the disabled. Another\u00a0 limits the height of slopes on miniature golf holes.<\/p>\n

\u201cThe new standards, for the first time, include requirements for\u00a0 judicial facilities, detention and correctional facilities, and\u00a0 recreational facilities,\u201d Assistant Attorney General Thomas E. Perez said<\/a> during a conference in Baltimore on June 7.<\/p>\n

\u201cWe expect the implementation of these accessibility standards to\u00a0 open up doors for full participation in both the responsibilities, such\u00a0 as jury duty, and the benefits, such as playing at city parks, of civic\u00a0 life for people with disabilities,\u201d he said.<\/p>\n

\u201cMiniature horses were suggested by some commenters as viable\u00a0 alternatives to dogs for individuals with allergies, or for those whose\u00a0 religious beliefs preclude the use of dogs,\u201d the rules state.\u00a0 Also\u00a0 mentioned as a reason to include the animals is the longer life span of\u00a0 miniature horses \u2013 providing approximately 25 years of service as\u00a0 opposed to seven years for dogs.<\/p>\n

\u201cSome individuals with disabilities have traveled by train and have\u00a0 flown commercially with their miniature horses,\u201d the Justice Department\u00a0 notes.<\/p>\n

\u201cSimilar to dogs, miniature horses can be trained through behavioral reinforcement to be \u2018housebroken,\u2019\u201d it adds.<\/p>\n

However, \u201cPonies and full-size horses are not covered.\u201d<\/p>\n

A business owner can deny admission to a miniature horse that is not\u00a0 housebroken, whose handler does not have sufficient control of the\u00a0 animal, or if the horse\u2019s presence compromises \u201clegitimate safety\u00a0 requirements.\u201d<\/p>\n

The miniature horse addition has come under the scrutiny of at least\u00a0 one member of Congress, Rep. Jason Chaffetz (R-Utah), who offered an\u00a0 amendment that passed the House, banning funding to implement the\u00a0 provision.
